How Should the Governments Invest in Broadband?

Governments around the world are announcing ever-more ambitious and expensive plans to support high speed broadband roll-out. However, there is little evidence that these plans are based on a thoughtful consideration of the pros and cons of different potential market interventions.
Given the multi-billion Euro sums being spent on these projects, an analytical framework to support decision making in this area could be highly valuable. For instance, should subsidy be focused on increasing coverage of basic broadband, or on rolling out fibre? If fibre, how far should it go?
